No Airplay Speaker Volume Control from Apple TV app?

Apple TV is set to output sound to AirPort Express.

You can control the Sound Volume output of the AirPort by holding the center button on the AirPort remote until the menu appears at the top, selecting the speakers tab, scrolling down to the AirPort, then using right/left button which moves the green indicator and makes the sound output to the optical connector higher or lower on the AirPort.

However the sound volume bar doesn't respond when doing this exact same thing in the iOS Apple TV remote app.

Is there some trick to making it respond?

Is it a bug or a coding oversight?

Logically the App should be able to control all the menus/submenus of the Apple TV.

Apple TV outputs at a fixed volume. The volume is controlled by your TV, speaker bar, amp etc. The Siri remote includes an IR remote which can usually be trained to control TV volume, but the iOS app cannot output IR. I don't have an AirPort, but presumably it outputs at a fixed volume in the same way, and you control volume either at the amp/speaker level, or at the source if you're playing from iTunes.
